Remove arch-specific tags for appliance images

Follow-up to [Undocument arch-specific tags on .NET appliance images (#5946)](https://github.com/dotnet/dotnet-docker/issues/5946). This epic encompasses all work needed to ship appliance images with manifest list tags only, and no platform specific tags.
