This PR combines three very similar repo management checklists (new-distro-release.md, new-image-release.md, and new-windows-release.md) into one document.

The new document defines a custom agent for GitHub Copilot. You can use the agent from the GitHub Copilot Chat window in VS Code or from Copilot Coding Agent on the web.

I tried out this agent to create .NET 11 images in this PR: #6872.

Everything in the initial commit, 7db4d16, was created with no interaction at all. The prompt I used was: "Add .NET 11 images". It got most of the way there. Where it fell short was:

  • It did not ask for clarification about specifically what version of .NET 11 to use, just made up a temporary version number.
  • It got a little confused about the difference between build versions and product versions w.r.t. the tag tests in pre-build validation.
  • It added too many operating systems initially - it didn't need to include Server 2022 or Alpine 3.22.
