Add documentation on how to switch the user in the Docker image and the consequences of doing so

Customers may be interested in running the dotnet-monitor container with a lower privileged user to make the container more secure or have less resource access if it becomes compromised. Documentation should be added to describe this process and what must be done to make sure that dotnet-monitor can participate in the diagnostic experience of the other containers.
