Support for Mac Catalyst will be shipped in May 2022.

Until it's released, install a MAUI release candidate (https://devblogs.microsoft.com/dotnet/dotnet-maui-rc-2/ is the latest at the time of this writing), and then create a new Mac Catalyst project from a template by executing dotnet new maccatalyst.
