If you swap in a new CollectionView the Refreshcontrol is just blank.

I tried a few different paths of just invalidating the views but none of it worked. If you rotate the device it fixes it.

I validated this against 9.0.14 and '9.0.40' and it's broken on both of those versions as well

So this isn't a regression from 9.0.40 to 9.0.50
