[Android] FlyoutPage layout is not updated in Android split view

Description

FlyoutPage layout is not recalculated when Android split view is used.
It also does not always work when device orientation changes.

Steps to Reproduce

1. Create a FlyoutPage with SplitHorizontal
2. Run the app on Android
3. Switch to Split view via task manager and add another window
4. Resize the view - nothing changes and Split does not change to Popover
