Description

Affected test cases:
C6 - RefreshView is disabled correctly.

Steps to Reproduce

1. Deploy ManualMaui to Windows/Android
2. Navigate to C RefreshView ->C6 RefreshView is disable correctly
3. Try scrolling page C6

Actual Behavior:
Page C6 cannot scroll.

Expected Behavior:
Page C6 can scroll.

No, this is not a regression, this issue can be reproduced in 10.0.50, 10.0.40 & 9.0.120

This issue has been validated in Visual Studio Code 1.113.0 with .NET MAUI versions 10.0.60-ci.inflight.26173.4, 10.0.51, 10.0.50, 10.0.0, 9.0.120, 9.0.0. It is reproducible on the Android platform only in version 10.0.60-ci.inflight.26173.4 and not reproduced in other versions. On the Windows platform, the issue is reproducible across all mentioned versions.
