Issue Description

I see this happening in a wixproj which means with desktop msbuild: D:\a\_work\1\s\src\Installers\Windows\AspNetCoreModule-Setup\ANCMV2\ANCMV2.wixproj

The PR introduces Runtime="NET" on msbuild tasks so it could be that we currently throw when a tasks is trying to be loaded on a non Microsoft.NET.Sdk project? Not sure if that's the case here though as this project might already be on wix v5 which uses the Microsoft.NET.Sdk.
