Be more accepting of condition expressions when ignoring conditions?

I don't know if it's possible for MSBuild to ignore what looks like syntax errors in condition expansion more than it already does, but it seems reasonable: if we're going to ignore the condition, can we ignore whether it seems to be parseable?
