Some AllTestHistory tests are not updated with tests from the same runs.

Some AllTestHistory tests are older than they should be. For example, the System.Collections.ContainsKeyTrue<int32, int32>.ImmutableSortedDictionary(Size: 512) test report was up to date here dotnet/perf-autofiling-issues#13772 while the alltesthistory is multiple days old. (Link to alltesthistory available on the issue). This discrepancy is also showing up in the blob storage with the <string, string> version being updated on the 9th while the <int, int> was last modified on the 3rd.
