Autofiling issue created despite having 0 improvements/regressions

We are seeing some autofiling issue created despite having 0 improvements/regressions listed. Example: dotnet/perf-autofiling-issues#37468

Note: it used to happen for MAUI auto-filling measurements which we currently don't get any (so it's not happening currently). I'm not sure what is the expectation on when MAUI auto-filling should kick in again after the MAUI build fixes.
