[Android] Introduce Android startup measurements on lower-end devices.

Currently, we are measuring Android startup on Samsung Galaxy S21 and Google Pixel 4a. We also have newer Pixels coming that are going to replace the older 4a. Looking ahead, we should consider also measuring on lower-end devices to align with customer user-base.

TODO:

• Determine a representative lower-end device
• Install lower-end device to the lab and enable startup measurements
• Add new measurements to the visualization dashboards
