The tooltip that shows class reference (and other things) is quite buggy. See video.

Extremely easy to reproduce
In a new blazor project, in a razor file, add an @code block with a C# method defined inside.
Then put the cursor on the @code keyword, and run the lightbulb action to 'extract to code behind'.

That will generate the partial component (docs - ASP.NET Core Razor components | Microsoft Learn (Opens in new window or tab))

Codelens will initially show 1 reference inside the partial C# file:

Clicking on it goes away

A manual FAR shows no references

Any UI issues with changing numbers are definitely a Roslyn issue not Razor 😛

Having said that, this is another manifestation of #6403 and #7213, due to the class name that a .razor/.cshtml file represents not being visible anywhere in user code, and so not being mappable when Roslyn finds it. Will need a Razor compiler change, but its difficult.
