Currently the Razor VSIX sets AllUsers=true. Generally we would want that to not be the case, but aren't able to do so for now because some of our content has a destination outside the Extension folder. We think we could stop doing this (DesignTime.targets would go directly into VS and the rules can probably live inside the Extension directory) but we're not sure, and doing so would require coordination with partner teams who rely on these things.

We're unsure of why this is needed other than it's just "bad". We can push the DesignTime.targets file to another place (sdk/project system?) and MEF import the xaml files which may allow us to set this to false. Low priority.
