view compilation while debugging

1. My project is an asp.net core project using MVC
2. I wanted to try Visual Studio 2019 and upgrade to Asp.Net Core 3.0
3. In Visual Studio 2017 if i edit a .cshtml and refresh the page the view edits are applied without stopping the debugger
4. in Visual Studio 2019 if i edit a .cshtml file while debugging the updates are not applied. I have to stop the debugger and re-run the project.
