[browser] Omit copying assets to build output using StaticWebAssets SDK file path mapping

• At the moment we copy some of the build assets to build output (bin/Debug/wwwroot).
• We can leverage StaticWebAssets SDK to map all files during build from various locations (runtime pack, obj, etc).
• Do file copying only for publish
