This was a correctness fix.

The interpreter isn't handling many Vector128 APIs today and while it does have some handling for op_UnaryNegation, it is missing the handling for float/double and so is falling back to the managed implementation: https://github.com/dotnet/runtime/blob/main/src/mono/mono/mini/interp/transform-simd.c#L283-L288

This shouldn't be hard to fix, I'll defer to @kg on whether we'd want to add that handling in .NET 9 or defer to .NET 10 however, as I'm not familiar if vectorized float is a core priority for the interpreter or not.

I don't think float vectorization is a priority for 9, since the main workload for interp right now is browser apps which are not doing a lot of vector math. I think it makes sense to hit this in 10.
