Update usage of EOL Raspbian 10 Helix container image

There is a Raspbian 10 Helix container image that is currently EOL and referenced here:

This is currently referenced in main, release/9.0, and release/8.0.

This should be updated to a supported image.

Support for this image was originally removed in dotnet/dotnet-buildtools-prereqs-docker#927. A replacement is in the works at dotnet/dotnet-buildtools-prereqs-docker#1083.
