[iOS][globalization] Investigate different Globalization behavior on iOS simulators on the CI

In several cases, iOS simulator CI jobs related to Apple native globalizations are behaving differently than local simulators.

For example, CultureInfo.CurrentCulture returns en on CI, whereas locally it returns en-US.

We should investigate this difference to understand the customer impact.

After this issue gets resolved, the following test scenarios should be re-enabled:
