Consider static linking and componentization of CoreCLR runtime

Description

This is a tracking issue for potential work regarding static linking CoreCLR runtime and its components. Tentative list of work items is as follows:

Scenario agnostic

• Consider componentization of CoreCLR runtime components (debugger, event pipe, GC variants, etc) similarly to: https://github.com/dotnet/runtime/blob/24d87073054240c3b7bc3d53e3a33d4bbf8b0ac2/docs/design/mono/components.md#monovm-runtime-components

Android

• Enable building and ship CoreCLR as a static library for Android [Android] Support static linking of CoreCLR on Android #114629
