[QUIC] Use MsQuic from brew package in OSX

We have observed that the Homebrew libmsquic package functions correctly when running a standalone project using dotnet run. However, when attempting to execute QUIC tests, the package fails to load libssl/crypto, both locally and in the CI environment. This issue requires further investigation to determine the root cause.
