dump system log on macos when test run terminates unexpectedly

we want to dump the last few minutes/few tens of lines of the system log when unit tests terminate with an error. dmesg works on Linux, but gets this on macOS

Unable to obtain kernel buffer: Operation not permitted
usage: sudo dmesg

@am11 offered to make it use log on macOS (I don't have hardware to verify on).

@jkoritzinsky I know the test infra has changed in this repo. Is there any other place that dmesg/log should be called?

For the libraries tests that's the place to add it.

If we want to add it for the runtime tests, then adding it in helixpublishwitharcade.proj would probably be the best place.
