[browser] Publish not always correctly incremental

1. Publish with relink dotnet publish -c Debug -p:WasmBuildNative=true
2. Publish without relink dotnet publish -c Debug

The publish folder will contain dotnet.native.wasm from first publish, because the file is newer then the file in runtime pack
