[Swift projection tooling] Consider removing MachO logic as we are using TBD files instead

After landing #3034, we are extracting symbols from TBD files instead of using MachO to read dylibs. Unless we find an area where TBD files aren't enough, we should consider removing the MachO logic from the tooling as it is not used anywhere.
