Remove workaround to output minimal when "--interactive" is used in dotnet tools

when https://github.com/NuGet/NuGet.Client/pull/2577 is merged and inserted to CLI

Today output quiet will break "--interacitve" experience since it will output nothing. However, minimal output will have the temp project path. After the above nuget change, minimal output will not have temp project path anymore, so the workaround can be removed
