dotnet run does not parse --source argument

Describe the bug

dotnet run does not parse --source argument, it is instead passed to executed application.

To Reproduce

Create sample project that will echo arguments passed into Main function:

Console.WriteLine(string.Join(" ", args));

Run it using dotnet run --source https://api.nuget.org/v3/index.json -- bla1 bla2

####Expected result:

1. NuGet source used for restore
2. Application output would be "bla1 bla2"

####Actual result:

1. NuGet source passed is not used
2. Application output is "--source https://api.nuget.org/v3/index.json bla1 bla2"

Per documentation it is expected to work according to Expected result section.
