[ApiCompat] Update the Compatibility tools using System.CommandLine to use the latest version

The version currently used by Compatibility tools is already too old. Its public API surface is very different to the one documented in the latest version. We should update to using the new version to ensure it's still maintainable (make it match our official docs).

Aren't we using the same version as the rest of the sdk repo? The one that is source-buildable.

Yes, we are using the same version as the rest of the sdk repo. I think we should use the latest, give them feedback and dogfood it.

We could update only the version used in Compatibility, and make sure we make it source-buildable. Other tool owners outside of Compat should decide on their own.

The System.CommandLine version used by at least APICompat (which ships as part of the SDK) needs to be the same as the rest of the components in dotnet/sdk that ship inside the .NET SDK. That is because there's only one redistributed binary of System.CommandLine.

Given that, I would follow the rest of the components in this repo.
