Simplify restoring the workload manifest msi in the VMR build

Follow-up to https://github.com/dotnet/sdk/pull/47225#discussion_r2032777681

Once the SDK official build is gone we can simplify this by 1) using PackageDownload im VMR and 2) Unzip in the local sdk build
