Newly installed tools are not added to the PATH

Description

After installation of dotnet tool Kiota and Windows App WinGet, I cannot call them from the terminal even after a restart. They were not added to the PATH.

Kiota was installed via the terminal:

dotnet tool install --global Microsoft.OpenApi.Kiota

Winget from the msi: https://apps.microsoft.com/detail/9nblggh4nns1?hl=en-US&gl=US

Configuration

• Dotnet core 9.0.200.
• Windows 11 Enterprise 24H2
• x86, 8vCPU/32GB/1024GB
• I have mounted a dev drive but only for the git repos. There is no system files and the tools are installed on C:.

Regression?

My coworkers did not have the problem on their side.

Other information

• I have manually added the paths to the application in environment variables and I was able to use them after.
• My user folder contains an accent 'C:\Users\AurélienN'

IT department suggested run this command:

Add-Content -Path $PROFILE -Value '[console]::InputEncoding = [console]::OutputEncoding = New-Object System.Text.UTF8Encoding'

After re-installing kiota, it finds out that my user account is not in the path:

Tools directory 'C:\Users\AurélienN.dotnet\tools' is not currently on the PATH environment variable.
You can add the directory to the PATH by running the following command:

setx PATH "%PATH%;C:\Users\AurélienN.dotnet\tools"

I did and after restarting the terminal context, kiota is available.

Is it something missing in the devbox or is a Windows default behavior?
