dotnet tool for dotnet framework applications

Many useful command-line tools (like nuget.exe itself) are still exclusively on .NET framework. This prevents them from being leveraged using dotnet tool, even when they are distributed via the nuget package manager.

Allow .NET framework applications to be installed using dotnet tool.

Triage: Some of the work we're looking into for AOT tools might make this possible but it's not a goal of that effort. When we finish that work, we'll try to outline what it might take to create a framework tool that might work.
