today cloud software define network introduces quite a bit of transient network issue, on top of that, PaaS service auto scaling also introduces a bit of transient network issue. this led to the need to optimize the retry and termination of idle session, please consider improving this by giving more granular control on retry, termination in dot net config

For retrying HTTP requests after a transient network issue, there is the Microsoft.Extensions.Http.Resilience package; see Build resilient HTTP apps: Key development patterns - .NET. However, you mention .NET Framework, on which Microsoft does not support that package (dotnet/extensions#4952).

System.Data.SqlClient and Microsoft.Data.SqlClient have some built-in retry features; see .NET SqlConnection parameters for connection retry.
