Update internal SBRP targeting pack tooling to filter out analyzer assemblies and entries in FrameworkList.xml

Similarly to https://github.com/dotnet/source-build/issues/4933, the internal tooling should remove any files under "/analyzer" and also update the FrameworkList.xml file and remove any entries that start with "/analyzers".
