Evaluate distro maintainer UX for building with OfficialBuildId

Once stable versioning is enabled, we should follow up on the UX for distro maintainers with regards to using the build script and passing in the build ID (see dotnet/sdk#48720 (comment)). Is OfficialBuildId no longer necessary to pass in due to stable versioning being enabled? If it still is, having an explicit option for it in the build script should be considered.
