VMR sync for internal/9.0.1xx is failing

Patch conflict - 0001-release-9.0-staging-Add-flags-when-the-clang-s-major.patch

Related to https://github.com/dotnet/installer/pull/20745.  I suspect the runtime fix/backport has flown in and the patch needs to be removed.
