SBRP publish failures in CI

The darc publishing step is failing in the SBRP CI builds.

/cc @premun @dkurepa Seems odd..I thought that darc was happy on net8 and net10?

This was a brief window on Friday where we tried to unpin darc. We rolled back so a re-run will fix this.

The problem comes from the fact the local .dotnet installs the 10.0 darc version while the global dotnet we use to run darc will be 8.0 only.
