Publishing toolkit on chocolatey from AppVeyor

Publish from AppVeyor is as simple as pushing the nupkg to choco feed: https://gripdev.wordpress.com/2015/04/08/appveyor-github-and-chocolatey-automatically-build-your-project-and-publish-updates-it-to-chocolatey/

I'm thinking that for now we can just publish zip file artifacts from the AppVeyor build.

I've updated the AppVeyor script to create a zip of the installer package (setup.exe and msi) and a zip of the binaries without the installer. We can update the tools page of the wiki / website to point to the GitHub releases page for this repo and I think that is probably enough for now.
