Make overlay / systray icon standout when in last minute

When in the last minute, the overlay should have a red border to make it jump out. Also perhaps do something to the systemtray icon.

Now that we have the red border in the overlay window, which is set to #800000, it would probably work well just setting this to full #ff0000 when in the last minute.
