KDE app bar panel thickness minimum is 32, which is too big for 720p monitor

Describe the bug
On the new updated KDE, the app bar panel minimum thickness become 32, which is too big for a small monitor like 720p. Please update so that people with small monitor can set the app bar panel to be below 32

To Reproduce
Steps to reproduce the behavior:

1. Update KDE desktop environment
2. Enter edit mode
3. You'll see that the app bar minimum thickness is 32 and can't be set lower

Expected behavior
App bar panel minimum thickness is 32
