Make it optional for this test to include systemd-timesyncd in the initramfs for the purpose of this test.

The motivation for this PR is to allow the CI to support other alternative NTP solution.

I created this PR in response to this comment from @devkontrol - #2397 (comment) - only to get reminded that I am not allowed to comment on @aafeijoo-suse's PR.

Thank you for the opportunity to be involved. At this time, I feel it is best for me to step away from contributing to the project. Closing this PR.
