Remove last reference to systemd-udev-settle

multipathd-configure.service depends on the deprecated systemd-udev-settle.service, we should rework that dependency, maybe following something similar to what was done with multipathd.service (371b338).

multipathd-configure.service is only added if mpathconf is installed, AFAIK a Red Hat specific script (b8a92b7).
