Bump VERSION to 0.16.0 for release

Release containing the via-in-pad unblock (#189), the obstacle/keepout perf work, and the Rust 0.16.1 router with identify_blocking_obstacles. Tagging v0.16.0 triggers the CI prebuilt build so build_router.py serves the new router. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
