Decouple API from Docling in the docker-compose: Run API Conteinerized while Dockling non-containerized.

On macOS dockling must run locally, not in a docker container in order to be able to use GPU.
macOS does not support passing through GPU into the container.

Please decouple running docling and API so I can use run API in a Docker container while running Dockling on the host locally not containerized (installed via brew).

Maybe we need a small host agent running on the host so the API container could access the Dockling.
