Allow team templates to add properties to folders

When the Properties API were in preview, team templates were able to add properties to folders but it is not possible to do so anymore.
Could you please kindly help to re-enable this feature? Thanks.

If not, it would be great if adding/updating/removing a template associated with a user can be called on a team member or admin's behalf.

The company I work for uses this feature to add properties to folders but we are unable to do this anymore.
