Information when an enemy enters a faction's territory #1458

Idea
Hey. I propose to add a message for faction X when an enemy enters its territory. Members of faction X would receive a message like: Enemy has entered your faction's territory (Location).
In order for such a message to show up one of the parties must have a declared war.
