add command or option to see module info including dependencies

Add a new command, or options on an existing command, to see module dependency information with drush. Both what a module depends on, and what modules depend on it.

This is a narrower restatement of [#3717]. That issue was closed, saying "drush pm:list --filter... is now available. That can serve as a suitable substitute for pm:info.", which does not apply to dependency information.
