why php-ffi not performing well in windows?

I try to use phpwebRTC from https://github.com/PHP-WebRTC/webrtc in windows. But, they officially not suggest for windows.

But, when i try to use on windows FFI only making issue. i have discussed all details in following webRTC issue page PHP-WebRTC/webrtc#3

issue:
FFI linking all depended package in linux but, not in windows.

1. PHP uses system loader (dlopen() on Linux and LoadLibrary() on Windows). Probably, LoadLibrary() is not so smart.

2. On Linux you usually have a single set of system libraries, on Windows each compiler version uses its own set of libraries that may be incompatible with PHP binaries. (e.g. cygwin libraries are definitely incompatible with PHP built by MSVC).
