Gather hold cluster before spawning supervisor

Follow-on work from previous internal PR -- we could easily gather the multireweight hold cluster in FINISH-SCAN, which eliminates superfluous supervisor spawning, and greatly simplifies the script for the multireweight supervisor operation.
