Document developer tooling, such as local environments, CI, or test networks, so that there is a reference what is there and how to use it.

Some info is in the docs repository under code-guides. Some more information is in the doc dir of the main repo. The latter needs some review how it applies to uni-e (see also https://github.com/dtr-org/unit-e/issues/143).

There will be some more info in the documentation site but I think this mostly should reference the info in the code repositories as developers are closely working with the git repos anyway.
