Removed ESP32S3-DEVKIT-C target

Without documentation on how to build the device, it is essentially useless.

Note that if someone wants to share a breadboard esp32-s3 project with good documentation and photos then I'm all for it!

One such project/target per espressif chip is definitely valuable.
