How does timestamp based time travel select which snapshot to show?

For example if I run something like this:

SELECT * FROM tbl AT (TIMESTAMP => '2025-08-01')

Will the results be the snapshot that is closest to that timestamp? If so will it be the snapshot closest before or after that timestamp?
